¹³These have one mind, and they give their power and authority to the beast.

Revelation 17:13World English Bible, Protestant Edition

The scene

The kings share one purpose and give their power and authority to the beast.

To understand

The ten horns have been identified as ten kings receiving authority with the beast for one hour. The next line says they wage war against the Lamb and that the Lamb overcomes them.

A question

To whom do the kings give their authority, and whom do they then fight?
