⁹Then I came to the governors beyond the River, and gave them the king’s letters. Now the king had sent captains of the army and horsemen with me.

The scene

The narrator reaches the governors beyond the River and hands over the king’s letters.

The king also sends army captains and horsemen. Sanballat and Tobiah react with displeasure to someone seeking the welfare of the Israelites.
