¹⁵For he said to Moses, “I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.”

Romans 9:15World English Bible, Protestant Edition

The scene

The letter quotes God telling Moses that he will have mercy and compassion on whom he chooses.

To understand

The writer has raised a question about injustice in God and rejected it. After the quotation, he attributes mercy to God rather than to the person who wills or runs.

A question

What role does the quotation to Moses have in the writer’s answer about injustice?
