The scene

The person bringing the sin offering lays a hand on the animal's head and kills it where burnt offerings are killed.

To understand

Verse 32 specifies a female lamb without defect. Verse 34 assigns handling its blood to the priest, distinguishing his tasks from those of the person bringing the offering.
